At your age (23), most burning on urination or discharge from the penis is due to STD, i.e. chlamydia, gonorrhea, or nongonococcal urethrits (NGU) -- but of course not if you aren't sexually active. I'm not sure what to make of occurrence only after masturbation. Non-STD UTI is rare in men under age 35-40. See a doctor.

Urethritis: A significant amount of pain with ytination in young males is urethritis (inflammation of the urethra) this can be caused by many things from UTIs to STDs (like gonorrhea/chlamydia) or simple chemical irritation. In young males who are masturbate frequently, if they use a lubricant that is irritating to the urethra (most commonly soap in the shower) they can get irritation that resembles a UTI.

Urethritis: Men can develop UTI's too. Urethritis can be bacterial, viral or mechanical. The fact that you have symptoms after masturbation may indicate that this is more mechanical in nature. We really need a urine analysis and culture to help decide.
