Theoretically, yes: A copper IUD in place interferes with implantation of the fertilized egg. When it is removed, there is still a residual inhibitory effect on the endometrium from the copper for a few days, but there are no guarantees that it is enough to prevent pregnancy. So, yes, you can get pregnant when it was removed.
