Yes, it can.: You can definitely have herpes without sores. Most people who have herpes don't know they have it. It's great that you're in tune with your body. I would assume the tingling could be herpes, and wear a condom with any sexual encounter. If you ever develop a lesion, get seen right away so it can be tested for herpes.
