Soap & water: should be sufficient to clean under foreskin once it has been retracted fully. Phimosis, tight foreskin, could be cause of inability to easily retract foreskin which would make penile hygiene difficult. Need to see your Dr. or urologist if foreskin does not retract easily. This might require steroid cream or even surgery. Surgery would be either circumcision or prepucioplasty/dorsal slit.
