Normal: Normal breathing rates for these ages ranges are anywhere from 12-30 breaths per minutes. Of course younger ages breath at high rates. During sleep the rates clock in at lower ranges so 13-16 is completely normal.

Yes, normal rates: Babies and young children normally breathe faster than older children and adults. Children in the age range of 4 - 6 years old usually have average respiratory rates of 12 - 30. During sleep, especially deep sleep, respiratory rates are slower than average.
