Depends: It depends in large part on the level and severity of your specific case. If there is neurological supply going to the muscle to allow it to function, then training can absolutely be if benefit to improve strength and function. If that muscle group has no neuro supply, the effect of a conditioning or strengthening program on it may be minimal.
