Possibly benign cyst: It would be difficult to diagnose without actually seeing the lesions. More details are needed to answer this question. Any associated symptoms? Lesions on other locations? Any topical meds applied?

Bumps: probably folliculitis from shaving i presume. Use some triple antibiotic ointment.
