I have had >20 raised yellow painless bumps on the inside of my labia majorus just above the clitoris for years, though they change in number and size. some seem to have a tiny dark spot. age 21, never been sexually active. is this cause for concern?

More likely not: Given you have not been sexually active this does not seem to appear as if human papilloma virus more than likely these are just normal vaginal bumps around you clitoral area.. I do suggest that you get seen and evaluated by an OB/GYN.
