Can be normal: they are common birth marks or developmental skin lesions in most people. When they appear in increasing numbers they can be a marker for neurofibromatosis, a neuro-cutaneous condition with potential for neurologic issues and skin growths. ask your doctor, but with what you see now, i feel it is normal and needs to be observed

Normal vs marker: Having more than 6 at least 5 mm in size before puberty or greater than 15 mm in size after puberty has been used as as a marker for neurofibromatosis. This is a neurocutanious syndrome with variable features. It can be inherited or arise as a new mutation. The spots themselves often occur at random in the normal population and mean nothing.
