Yes as with age-: -our muscle bulk declines unless exercise is being done to target all muscle groups. Never too late. Get involved in a health club and see an AT-C who can set up a program to meet your needs and abilities. It does cost money but you will be in good hands. On your own walking is as good an exercise you can do on your own. After you gradually increase your distance & speed do hills. Weight 4uppers.
