PVD or Neuropathy: Your mom needs to have arterial doppler study to assess circulation and monofilament or nerve conduction study to diagnose peripheral neutopathy. She also needs blood test such as chemistry,HbA1c.The best thing to go to podiatry for comprehensive foot examination.

Coldness: One possibility could be vascular insufficiency, PAD, referable to the right lower extremity. Other possible causes could be nerve impingement, perhaps in the lower back which can all to the temperature changes to lower extremity. Vascular surgery evaluation to determine if PAD exists would be of benefit
