Only few: There is a kind of urticaria which is caused by inflammation in the blood vessels which may leave a scar. Most urticaria should not lead to scarring unless the area has been deeply scratched. The location of rosacea is mainly on the face and not on the trunk or limbs whereas hives can occur nearly anywhere.

Not likely: As most urticaria or hives are fleeting by nature and leave no signs of ever being there. If scratched significantly or the rare urticaria vasculitus may leave scars but shouldn't look like rosacea. Rosacea is diagnosed by its characteristic appearance and distribution which should really be distinguished from urticaria.
