See a doctor: It could possibly be a hemorrhoid, but could also be many other things ranging from a bacterial skin infection, to herpes, to anal warts. So the treatment possibilities vary greatly depending on the diagnosis

Hard to be sure: Hemorrhoids are rare in 16 yo's. Bumps in that location could be inflamed hair follicles, a skin condition called molluscum contagiosum, a yeast infection or early warts from HPV.The yeast would go away with topical fungal meds like clotrimazole, the hair follicles will either get better or worse to form an abscess. When this finally bothers you enough to get it fixed you can see the doc.
