Many possibilities: There are many things that could cause a rash. Several types of inflammatory conditions of the skin, allergic reactions, and sometimes bacterial, viral or fungal infections can cause rashes on the skin. Insect bites can also be the cause of a rash on the skin. Have it evaluated by a professional and get the appropriate treatment.

Not that smart: I can tell you what they're not but not what they are. They are not hives. Hives itch. With rashes a picture is worth a 1000 words. Please see an experienced clinician - that is someone who has seen a lot of rashes - the diagnosis is often obvious with a single look. What could it be? Viral infection, insect bites, drug reaction - to name a few.
