Why do infants have such weak neck muscles?

Big head!: Infants have overall relatively low muscle tone and coordination because they have not used their muscles much, and their neurologic systems are still developing. Neck muscles seem especially poor in part due to the relatively large head which is out of proportion to the neck to begin with.
