Why is alcohol use particularly harmful for the health and development of teenagers?

Age: First of all it is illegal to make alcohol accessible for anyone under 21 I think the reason for that law is that teenagers are already very impulsive and alcohol potentiates that leading to poor judgement. Teenagers also are less likely to know their limits which depend on wt and metabolism.
