The paraventricular nucleus of the hypothalamus produces the short chain polypeptide hormones that are released by the posterior pituitary, OXYTOCIN and VASOPRESSIN and other locally acting hormones. These are involved in processes of sexual reproduction, blood pressure control, and the salt and water balance of the blood.

Not really.: Who diagnosed your hypothalmus as " not functioning." if this were completely true, you would not be asking this question, since the hypothalamus controls pituitary function and hormone secretion. Their are supplements (argine/ornithine) that can bolster hgh secretion by the pituitary, but none have a direct function on the hypothalamus.

Makes no sense: Hypothalamus is not a disease or condition. It is an anatomic part of the brain. You need it to function. Thus, there is no cure or treatment for a part of the anatomy.
