No, baring ingrown: Some people have that normally but others can be caused by some medications, some BP meds and some antibiotics can increase hair growth. Also some people have excessive hair production. If you get a red area you may have an ingrown hair, that can become infected.

Old smelly hair: Your question suggests that you wonder if some hairy thing from the inside has pushed its way out to his belly button. No way, friends. His discovery is the result of sketchy hygiene and not carefully drying inside his belly button after a shower. Hair can accumulate and left long enough, gets VERY smelly: moist, low oxygen, etc. Have him beef up his drying and hygiene skills. Stay well:)
