No: A normal teen girl is supposed to have menstrual periods, so doctors wouldn't permanent stop a normal bodily function. An primary care doctor or an Ob-Gyn doctor can make periods lighter or happen only a few times a year, by using small amounts of medication. Having menstrual periods means a girl's body is doing a normal thing.

Sterilize,yes or no?: Menses are necessary for any woman who ever wants to have a kid. You can have the womb taken out surgically and stop having periods. That is the only 100% way to stop them permanently.I doubt you would be able to find anyone willing to do so for a 19-20 yo, and many hospitals would never permit such a procedure for legal reasons.
