Probably neither: A little bump in the skin, close to the surface, that contains a "whitish wax substance" probably is a trapped collection of skin oils and dead skin cells, that could not make it to the surface (did not have an open skin pore or follicle to get out). Neither herpes skin lesions, nor molluscum bumps, contain a "whitish wax" material.
