Docs said adults can grow taller in very rare circumstances but i'm unclear what those are. what are the rare circumstances that cause that to occur?

Open growth centers: Generally, the hormones that push you though puberty will cause closure of the growth centers as the process finishes. In those with a slow or delayed puberty, the growth centers will remain open long after age matched normal kids. However, once the growth centers fuse/close, you will not grow taller.
