Possibly.: Tenderness to the touch isn't strictly speaking "referred pain" but pain in areas that have the same nerve supply as the rectum certainly is. I'm left with a question for you, however. Are you certain that your symptoms are caused by hemorrhoids? I recommend that, the next time this happens, you see a doctor to be sure. Herpes, for example, can cause similar symptoms.
