More info needed: Are the bumps red, raised, infected or just little tiny bumps. How long have they been there? New soaps, laundry detergents, medications or cosmetics?
might try washing with a gentle soap and wash cloth three times a day. if no better in day or so, suggest visit with dermatologist.

See a dermatologist: First identify the "bumps". Any therapy depends on what they are.
