Dryness: make sure his diabetes is well controlled. Make sure his kidney function is normal. May use lac hydrin cream or ointment for the dryness. Hope this helps

Concerned but unsure: I'm not sure what you mean by "heavy dryness", so I can't tell you what's causing it.. Regardless, any 65 year old diabetic who has such unusual sensations throughout his body, needs to see a doctor as soon as this can be arranged. Best wishes.
