Secretion: This tiny bleb of fluid likely is secretion from an eyelid oil gland of Meibum. The secretion is oil based and when healthy, it is relatively clear. When unhealthy, the secretion is pasty. As long as you're eyelids otherwise look "normal", I would not worry about it.
