Safest: If by safest you mean to avoid pregnancy then you should wait until you start an effective method of birth control. If you are referring to physical safety then it depends on your physical recovery and whether or not you had any again tearing during delivery. Generally doctors recommend 4-6 weeks but that answer can be individualized if you know the patient
