Had a cough and cold for 3weeks but notice about a week ago i had a tiny bit of blood in my phlegm and then again this morning, scared it's lung cance?

Hard to tell: Having just a bit of blood in mucous is difficult to assess. Perhaps having a Chest X ray done can be helpful. If need be a CT scan has a higher chance of ruling our lung cancer.
