Vein or artery?: If the vessel has visibe pulsations that times with your heartbeat, it is probably an artery, or a vein overlying an artery. Venous pulsations are different, & beat "twice" per every arterial pulse. They can be observed in neck veins in a thin, usually younger, person. There is nothing to be wary of, as visible venous pulsations are normal. Arterial pulsations without swelling are similarly normal

Neck Veins: The vein you are referring to is most likely jugular vein that courses along the neck muscles and may get engorged with blood during periods of stress and anger. Nothing to worry about.
