Probably the bigger: Issues is, if the VNS device is being used for epilepsy purposes, it depends on the control of your epilepsy. You should ideally review this with your physician.

General advice: The VNS device does not affect cognitive, motor, or coordinative functions, and there seems little reason to anticipate any difficulties with your left shoulder or arm. The driving restriction reflects risk of seizure activity, and if the VNS works to eliminate seizures, it will be possible to safely drive.
