See a doctor: You might have an infection called Herpes Simplex, or some other infectious or non infectious skin problem. I suggest that you see a physician for evaluation and management recommendations.

Possible cold sore: It's not possible to know without looking at your lip, but a common cause of painful bumps on the lip would be a cold sore(so called fever blister) due to HSV1(Herpes simplex virus). Genital herpes is caused usually by HSV2. Virtually every adult has been exposed to HSV1.Herpes simplex tends to reoccur in the same location.
