Get Second Opinion: Three or more bouts of tonsillitis/year is a relative reason for surgery however other factors are taken into consideration eg.: type of infections, response to meds, symptoms of airway obstruction, & more. A detailed medical history & visual inspection of her tonsils is needed in order to give an opinion. If she has already seen an ENT Specialist, recommend she see another ENT for second opinion.
