Best be seen: In general, given the dry weather after the snowstorm, irritant dermatitis of the lips is common; worsened by lip licking. Furthermore, lip balms often trigger allergic reactions, exacerbating the condition. Steroids may be needed, but get checked first for virus/cold sore or cheilitis; see primary care/urgent care, or video chat. Can't diagnose here.
