The good news is the: later you hit puberty, the taller you'll be. But you should see your primary care doctor, who will look for signs of testicular enlargement, which should happen by 14 ½. If your doctor has any concerns, you'll see a pediatric endocrinologist. It will be worth it to know if you have anything to worry about, or if you can sit back, relax, grow taller & have the last laugh on the high school jocks.

Puberty: There are numerous people in your life that would be happy to answer any of your questions (family, doctors, school counselors). I know it seems strange, but healthy adults in your life can handle these topics. They dealt with puberty too and know it can be confusing. It really is okay to ask.
