Prejaculate: Yes. Pre-ejaculate seminal fluid or secretion contains some viable sperms.

Pregnancy?: It is possible. For example some sexual partners will have intercourse and the male pulls out of the vagina before ejaculating thinking this would protect from a pregnancy. However a good deal of sperm can be released into the vagina before ejaculation and cause an unwanted pregnancy.
