Perception: Everyone is born with nipples. If a new baby had no nipples, she would have been fully evaluated long ago. So, the issues is not a lack of nipples. Perhaps one is comparing nipple size. If one's nipples never got bigger, a doctor can check things out. The doctor will look to see if normal pubertal development occurred. If other sexual characteristics are normal, then small nipples are just fine.
