Yes and no: Hi. No, insulin does not directly turn sugar into fat, BUT, insulin is an anabolic hormone that promotes fuel storage as glucose polymers (glycogen) in liver and muscle, and promotes excess glucose to be converted to fat for storage in adipose tissue and some others.
