Hydroquinone: Hydroquinone is certainly more potent in real clinical settings. However, it is quite concentration dependent. I do not find the 2% concentrations to be very effective vs. the 4% concentrations (or higher if compounded) that you can get by prescription. Nonetheless, Arbutin could be quite effective as a stand alone treatment for milder cases of hyperpigmentation.
