No: Lack of fiber usually causes constipation. Avoidance of gluten is recommended for people who have celiac disease. Gluten intolerance is a controversial term.

Neither: Neither of these issues are caused by lack of fiber. Gluten intolerance is an immune mediated issue. Lak of fiber can back you up & cause constipation.
