Yes: It is actually the protein hemoglobin that carries oxygen. Red cells are bags of hemoglobin.

85-100%: Usually Oxygen Saturation run from 85-100 % saturation. Below this is a medical emergency. There is an S shaped graph that shows this physiologic relationship. Not much change at the top of the graph and alot of change in the middle part.
