That's complicated: The cardiovascular system regulates flow of blood to various organs of the body by changing cardiac output and controlling the tone of the blood vessels ( arteries, arterioles and capillaries) that provide blood to these various organs. This is done by various hormones. There are several areas in the body that sense blood flow, oxygen concentration and blood pressure to change blood flow
