Brachial plexus ? : Recent symptoms facial/hand parasthesias & shoulder ("collar bone ribs") pain is compatible with brachial plexus impingement & Thoracic Outlet Syndrome. Cervical spinal stenosis & central brain lesion (stroke) would generally include other dramatic symptoms not mentioned. An expedited evaluation by a Neurologist is in order to properly diagnose; urgently if trauma was involved.

Left pain parathesia: Did you have any trauma? Could be thoracic outlet syndrome, TMJ, early zoster (though usually lesions would come out by now and usually no numbness-parathesias), and rarely MS, vascular anomaly, mass or lymph node.Follow up with doctor/urgent care for thoracic outlet you will need orthopedic surgeon
