A physiatrist is a medical doctor (Physical Medicine and Rehabilitation, or Physical Medicine), which usually means 4 years in college, 4 more in medical school, and 4 more in physiatry training. A physical therapist is 4-8 years total, depending on the final degree (bachelor's, master's, or doctorate). They can work together as a team.
