Likely local problem: Particularly if your function/strength from the shoulder is ok, it is likely a muscle strain / nerve irritation at/near the elbow--but, since it's been a couple of weeks, should see your dr / urgent care / orthopedist to id what caused or is irritating it so you can help it go away.
