Could be: Without seeing those, i can only speculate. Most bumps would be benign, non std related ones, such as small sebacious cysts (oil cysts), whereas some may represent genital warts that are caused by hpv (human papilloma virus) that can be sexually transmitted. He needs to have those looked at by a doc.
