Probably eyelid: One eye seems small compared to the other most commonly from one eyelid being "droopy" also called ptosis. Rarely is it from the actual eye ball being smaller. There are no eye exercises for ptosis. You should go to your eye doctor for an evaluation.

Yes: Find out if one eye is smaller than the other in axial length (actually smaller) or just looks smaller (1 eyelid drooping down a bit) with eyemd exam. Exercise is ok in either case. Certain exercises (like yoga: standing on your head) is discouraged if a patient has glaucoma fyi.
