No and No: Veins around the testicle are varicoceles. They are associated with low testosterone, infertility and sometimes(rarely) pain. They never go away unless you have surgery. Pain with urination has nothing to do with varicoceles and should be checked out. See your medical doctor.

Pain with urination.: Any irritation of the testicles would be of concern. In a young male with discomfort around the testicles and pain with urination, prostatitis needs to be ruled out. This is more common that a testicular vein problem.
