Maybe.: People at risk for developing hernias are anyone who have repeated episodes of increased intra-abdominal pressure. Examples include those who have a history of pregnacies , heavy lifting, significant straining, history of prolonged coughing etc. If these “causes” of repeated episodes of intra-abdominal pressure can be minimized, the risk of herniation can at least theoretically be decreased.

Depends: If you are trying to prevent a primary hernia in the groin or belly button, it is not currently possible. Plenty if people with hernias are sedentary, and plenty of active people have hernias. There are some things surgeons can do to prevent hernias after abdominal operations.
