Maybe not allergic: Itchiness of skin can be due to many things including allergies. Your itchiness may not be due to allergies or your dose of Cetirizine may not be enough.

Itchy skin: If the one tablet helps then the next step might be to consider increasing to twice daily dosing. Or switching antihistamines or trying to eliminate whatever is causing the itchy skin.
