Let's clarify: I am going to assume you want fat removed or breast tissue removed rather than muscle (almost every guy wants big "pecs"). If you have abnormal breast development, a surgeon's outpatient procedure will fix it. If fat (which can be embarrassing), selective liposuction may help you.
