Yes, but...: At that point the drug will be at peak levels, but i would make sure they didn't take too much. They should still be arousable with stimulation or you may want to seek the help of a health professional. Phenobarbital can depress breathing which can be serious so if they won't react to you, pick up the phone and seek help.
